I restarted Windows Server this morning and now FMS will not re-open.
I tried net start Filemaker Server from command line and got system error 1003 cannot complete this function.

Is the the FMS service itself that does not start? The one in the Windows control panel?
Any clues in the Windows event log?
Is it possible that the license key is active on another server on your network?
I don't think this is possible

Have you tried rebooting the server?
What is in the event-log ?
Did you tried a repair-installation of FMS?
I did a clean install of FM Server.
But what is in the Application eventlog ?
To see it, open a command prompt at the server (as Administrator) and enter
Then look at the Windows protocols and there in the application log.There you should find some RED entrys with the source from the Filemaker Server.Maybe more than one
View the Detail of the error(s)
I looked in Summary of Administrative Events, and Log Summary. (Server 2016)
Anyway, nothing in Red. There was some rows with filemaker but not red and did not seem out of ordinary
Hard, you will need support on this server.
Just check a last thing:
Check the configuration is there and valid.C:\Program Files\FileMaker\FileMaker Server\Admin\conf\server_config.xml
Yes it is there; but I did a clean install of FMS. I ran out of time to figure out what happened so I just did a clean install and everything working ok
Do a Backup
This is an older thread, but it's the first thing that comes up on Google when you're searching for this. I've seen this happen a few times and wanted to post some potential solutions:
1. Invalid SSL certificate files, such as a mismatched private key. - Run CStore\Uninstall.bat to clear out any custom certificates which should allow the server to start again.
2. Corrupted dbs_config.xml - I've seen this after some power losses and bad reboots of a server. When the server came back up the contents were damaged or it was an incomplete, 1kb file. If this file looks damaged or is just one line of text you may want to try removing Data\Preferences\dbs_config.xml file to allow FMS to generate a new config and let the server start backup. This file has a lot of FMS configuration, such as server schedules, so you don't want to just delete this file unless you've looked at it to be sure it's damaged.
3. server_config.xml, as mentioned earlier. Other files could be damaged in a similar way, so you can do a search for files modified around the time you saw the issue come up to help find them. A windows search you could use would be something like "datemodified:x/x/xx -folder:(databases)" from the FileMaker Server directory.
This is a reinstall FM Server deal. At least that was the only way I could correct it
