How can I copy one layout and create in a new table
You have flagged this thread as assumed answered so you will probably not get many responses.
You can not copy and paste entire layouts.
the best you can get is to open the layout in layout mode.
crtl-a to select all objects
ctrl-c to copy them
then ctrl-v to paste them into the new layout

Creating tables will give you a new layout based upon that new table.
If you have an existing layout that you like, you can re-associate to another table, but you'll find that you must check all fields (including merge fields) to assure they are valid for that table/relationship.

if you want to duplicate a table you would be better off just copying the entire table using the copy and paste buttons in the Manage database > Tables tab.
Copy and paste of fields also works in the Fields tab
As I recall, those copy/paste buttons are features of FileMaker Advanced. If you don't have advanced, you can still copy a table by using import records with the New option when picking a target table. This does import data, but if you want an empty table, you can set up a found set of 1 record for the import, then delete that one record and you have the same empty table as you would with the simpler copy/paste that you can do in advanced.
