Filemaker brought to front of screen when users in other applications (Windows OS)

We have just started to rollout Filemaker 16 to our users.  Some of the users in our initial rollout group are reporting that when they are working in other applications, for example Word, Filemaker (and in particular one of our database systems) comes to the front.


We are using Windows 7 and Filemaker Advanced 16.


I have left script debug running on one of my users machines when ever she is not using Filemaker.


Filemaker just came to the front again while she was typing in Word.  There were no scripts running in the debug window.


Does anyone have any ideas as to what may be happening here.
