Tips for printing on non-Avery labels-like paper

I have some little name table tents that are a non-Avery product.  I looked for a similar Avery product, but one is not listed by default when you create a labels layout.  These print as two across and three down, so in preview mode, would print 6 per page.

On my layout, I get  top four to be pretty well aligned.  The top two are exactly where I want, the middle two are a tiny bit high, but acceptable, but the bottom two are way too high.  Are there any tips for fixing this?

I've tried adding or deleting a a header, adding or deleting a footer, setting the page to have zero margins; setting the page to have the default margins for the printer.

I've tried having the text be at the top, middle or bottom of the text area (these are merge fields like any label). I've tried  increasing or decreasing the size of the block the merge field sits in.

Are there any tips for fixing this or something I'm missing?

Thank you!
