Filemaker 16 ODBC won't connect to Azure database.

Filemaker 16 ODBC won't connect to Azure database.

I recently upgraded from Filemaker Pro 13, which crashes constantly under Mac OS High Seirra 10.13.1

I have two odbc connections, one to a MSSQL 2008 database, and both FileMaker Pro 13 and Filemaker Pro 16 can connect to that database.

However, only the FileMaker Pro 13 can connect to the Azure SQL Database.  I suspect I have to grant permission for the connection, but why would FileMaker Pro 16 using the same ODBC Connection not have the same permissions as FileMaker 13 Pro using that ODBC Connection?
