How can I create a Layout where I want to do the app settings.. for example..

Before you add a layout, define a table for this information. Then you can create a new layout based on that table for recording this info.
You can create a table with Global Fields and then create a layout for user to define the values for these fields.
After that you can use these Global Fields to display/use values throughout your app.
For example you can have fields for logo, address, phone etc and then use them on layouts or print forms like Invoices.
Global fields reset after app restart. Not a great way to store long term settings.
The most robust method is to create a "preferences table" which is a table with one and only one record in it. This provides "one point of truth" without using global fields.
This prefs TO can be X-related to other TOs to access the information in the fields.
Remember than if the file is cloned the prefs table data will be lost. I make a startup script that does a quick check in the prefs table and warns if it has no records (and reminds that the prefences need to be checked).
