FileMaker Pro Advanced 16 Custom Menus Update Button Grayed Out

Product and version: FileMaker Pro Advanced 16.0.3

OS and version: macOS Sierra (10.12.6)

Hardware: Client: MacBook Pro Mid 2014

Description

In the "Manage Custom Menus" window there is a button at the bottom "Update" which adds in new menu items that have been added to the product since the custom menus were set up.  This button appears to always be grayed out in FileMaker Pro 16. If I re-open the file in FileMaker Pro 15.0.3 the button is not disabled and if I press it the missing items are added and the button then grays out in FileMaker 15 as well.

I have attached screen-shots of the Custom Menus in both 15 and 16 and an example file converted from FMPA 11 that has not yet had the Custom Menus updated.

How to replicate:

Open FIleMaker Pro 11 and create a new solution from the "Contacts" starter file.  Quit FMP 11

Convert the Contact Management.fp7 file in FileMaker Pro Advanced 15 and open the converted file

Go to Manage -> Custom Menus and the "Update" button is available.

Close the file and re-open in FileMaker Pro Advanced 16

Go to Manage -> Custom Menus and the "Update" button is available.

Workaround

Use FileMaker Pro Advanced 15 to update the Custom Menus.  This may require changing the minimum version required to open the file temporarily if it is set to 16 and of course requires that there be a copy of FMPA 15 available.
