Can Format Painter be added to formatting bar in FM 16 Pro?
No, it's a Layout mode feature and used with objects on the layout.
What is your reason for the request? What are you trying to do with the "format" of one value (in a field, likely) and applying that to the value in another field?
I am try to write a User manual for my app. I would like to use the format painter as I enter text. I have a table with one field and use it to write instructions on how to use my app. In layout mode where the FP exists, my text dosent.

In “Edit format.gif” I have access to FP. In “Format guide pages.gif” I don’t have access to FP and I would like to make all my page titles in Bold, 18pt type, etc. FP would enable that rather than go up to Format, style, Bold, etc.
You should be able to open the formatting tool bar in Browse mode to use for formatting the contents of a text field just like you do with layout text in layout mode. You click the very same Aa button.
Thank you! The Format Painter (in Layout mode) is the "Eye dropper" in the menu. I believe you mean the Formatting Bar. In Browse mode Select the View menu:

You can also control this (somewhat) with script:

You can see by the second help topic that there is an ICON (to the left of the rightmost "Edit Layout" button). This also will show/hide the bar instead of the menu item.
It may be a matter of training users to select this icon.
Sorry, I mean can I add the eye dropper to the formatting bar.
But you could add a button to your layout that applies a specific set of font and style options to selected text in your text field.
If you worked at it, you could probably create your own eyedropper button since there are functions such as GetasSVG and GetAsCSS that expose the text formatting tags. You'd select text and then a button click could perform a script that parses out the style tags to apply to the next text selected. Values could be stored in global variables.
Wouldn't be simple code though

Of course the question begs to be asked:
What are you copying (what format) from a "selection" (or the entire field contents)?
What are you trying to apply to: 1) the next field, 2) the next record, 3) part of a field selection?
It is possible to have button(s) to apply styling to a selection (or entire field), but these may be "pre-canned" with the styles Bold, Underline, Font Size xpt, etc.)
It would need to be a TWO STEP process:
Think a little more cacheman on what you might be doing manually that you'd like to automate with script(s) and report back here.

may or may not help. And they may be more complex & bother than they are worth!
I totally agree with Beverley's last post. To rephrase my previous reply: It's possible to do this, at lest in theory, but it would need probably more coding skills than you have now (Judging from this and other posts that you have made) and is probably not worth the effort to do so. (However, if you want to try creating one, that's your call to make, just don't expect the process to be easy.)
Alternatively, if you search a custom function site, you might find a custom function where someone else has already done the heavy lifting for you in terms of creating a function that, say returns a list of values for font, color, style, etc. This might also be something that a plug in developer might have set up so you could also do a web search of plug-ins to see.
Beverly’s answer, “No” is probably the best one. I feel as though I have wasted peoples time with this question. It was spur of the moment, thinking FM should have taken care of this years ago, so there must be a simple way and you folks would know how. FileMaker is not a page-design program, a place where you'd see items like eyedroppers, so I'm okay that it doesn't have this.

Definitely didn't waste my time. It was triggering interesting brainstorms and please note that we didn't just say "no", we suggested some options that might serve for what you need here as well.
a) a button that applies a "canned" style to selected text in your text field
b) a custom function
c) a plug-in
I may not understand FM that well(or not at all), but I do understand all the parts of “No”. At my level, No is the correct/best answer. Like I said before, FM should have taken care of this along time ago. MS has it in its entire suite.
Your question is indeed valid and valuable. While you did not get an answer you desired, the "asking" can trigger much thought and discussion and possible solutions that previously were unknown. The collaborative & cooperative spirit of developers is what gets the "cool stuff" created. This is never a waste of time! Sometimes it takes a question such as yours to get the ball rolling, so keep asking!!
We just keep in mind that FileMaker Pro is/does what it is/does, we just try to do more.
