Has anyone come up with any alternatives to not being able to Save as PDF in runtime solutions, other than
Control/Shift/4 for the Mac or the Snippet tool for PC's?

yoy may try printing to a PDF printer on Windows, don’t if that exists on macOS. It’s a printer driver that creates PDF files.
If you use MBS FileMaker Plugin, you can use functions for Mac to print to PDF, see PrintDialog functions, especially PrintDialog.SetPrintToPDF. For Windows, you can install a PDF printer and use our Printer.Print function to print using that PDF printer.

For most FMP'ers, I would first try ChristianSchmitz's suggestion as MBS is a slick (very well done) FMP plug-in and Christian is amazing in how well he supports his customers. And, he's already done the grunt work for you.
For me, however, I'd be tempted to just do this myself using a micro-service.
Since there are FREE PDF libraries for Java and Python where you could code this functionality with a micro-service where that micro-service could serve other clients as well, not just FMP.
