Has anyone else come across this error and have a fix?

One of our solutions uses PSoS to make log entries and send emails. When this solution triggers PSoS, we get an error that reads "Host capacity exceeded" (see attached screenshot). These PSoS calls then stay open and the elapsed time per call statistic increases until the script engine is restarted manually.
I've confirmed that the server has user connections available when the PSoS call runs, and that the server has sufficient resources to process calls.
How to replicate
Our troubleshooting attempts so far have been:
- Restarting the script engine.
- Rebooting the server.
- Increasing the "simultaneous script sessions" setting by one.
- Setting the "simultaneous script sessions" setting to a high number (150).
Restarting the script engine does not address the issue beyond closing stuck calls.
Rebooting the server and/or increasingly the script sessions setting fixes the issue temporarily (less than 24 hours).
