When I define an account as read-only, "Search" appears to be disabled on both mac and FMgo.

This situation is due most likely to a setting in the Privilege Set attached to the Account.
You need to set the Available Menu Commands option to all:
This may be inadvisable in some instances, because it opens up many additional Menu Items. So, an alternative would be to write a Script with the single step of Enter Find Mode. Set the script to Run with full access privileges. Then attach the script to a button on the layout. When a user clicks the button, the system will go into Find Mode and the user can enter some value into the field to see if there are matches. Just hit the Enter key to trigger the search.
I would recommend testing this thoroughly to be sure it works the way you intend and so you can advise your users how to use it.

It would be nice if these settings defined search as a separate item since it is often required in a read only environment.
While, setting to All does enable Search, and the fix you suggest would work, it does reduce the continuity of the filemaker environment for the end user.

I am not certain where any such discontinuity occurs. However, you might be able to attach the script to a custom menu and assign it a keyboard shortcut, e.g. CTRL+F, to mimic the native FileMaker Pro Find Mode process.
I typically have disabled all these processes and tightly lock down the UI so as to be able to deliver consistent experiences to end users. Others may wish to take a different approach.
