Does compatibility mean won't open?

I have a database that is hosted using FileMaker Server 16. Most of our licenses are for FileMaker Pro 15 or 16, but I had an irregular user try to access the database via FileMaker Pro 13 today. I see that FMP 13 is not compatible with FileMaker Server 16. Does this mean that the user will not be able to open the hosted database using the FMP 13 client or functionality may be limited in this case? I'm trying to determine whether her inability to see the file is due to the software license or some other setting related to the host.
