Sharing files on the internet from a local network cloud.

I have a file that I would like to share from a local Cloud drive so that I can access it from the Internet.  I have opened the following ports on my router:

 

80

443

5003

 

I've shared the folder that I have put the file in and shared the file however I am not able to access it.  I believe part of it may be how I share the file from my local computer.  Here is the snapshot of my share:

As you can see, it is sharing to the computers local IP address but I think it should be shared from the external IP address assigned from my ISP.

 

There doesn't seem to be a clear explanation on how to do this without hosting it through the FileMaker services.  I will only share it with my wife and have heard others are able to accomplish what I'm trying to do.  Does anyone know how to do this?
