FileMaker Pro 9 Runtime

A number of years ago FileMaker Pro 9 Advanced was installed on our server and used to make a .usr runtime file with all admin options disabled. From looking around it appears as though these runtimes are created from original .fp7 databases, this fp7 file is nowhere to be found.

So I'm left with a .usr file, a .app file and a lot of important data locked down and no way to export. Apart from manually copying the data from all the records, is there any way around this? Any way to export?
