Checking for "duplicates"

I'm trying to create a way that alerts if someone has used an identical record from a looked up Library (related table) within a set time period (4 weeks). The solution I've made uses, in the Library, an ID number (ID#), and in another table where the data pulls into (the Weekly Orders table), a weekly order number (Run#). The weekly orders' unique number is made by combining the Run# and the ID# into one number, ex. 123-456 (OrderID#). I'm wondering if there's a way to check the previous four Run#s (i.e. 122, 121, 120, and 119) combined with the Library ID# 456.

 

If OrderID# is 123-456, then if there are records with any of the numbers below:

122-456

121-456

120-456

119-456

it causes an error or something. Or even just a conditional formatting trigger... ?
