Deployment manager is remaining on this screen with red circle and it does not pass to the screen.
What does it mean the red circle, I have tried several time but everytime is same.
usually it means it is still busy. Is this a fresh install or did this machine have FMS on it before?
But it was Mac os x server and I uninstall it before install fms. So 80 and 443 port was empty.
I have had to do a Complete rebuild of the OS with this behaviour. I came across it just recently. Reinstall the iOS and try again but don't forget to move all the data off of the Mac first just incase. I did that becasue in a port scanned I noticed that ports 80 and 443 were goign alive then dying in various parts of the install process where it should not have been. If you are not using the Mac as a server ensure you uninstall the server software.

Rebuild is very difficult to process.
When you let it run, does it eventually error out? If so, what error?
Make absolutely sure nothing on the machine is using ports 80 and 443.
There is no any error, continuously circle turn.
80 and 443 port was closed. After installing FMS these ports open.
