There has to be some shortcut or key stroke to allow my users on Windows computers to see the header bar showing File / Edit / View etc etc.
Some users with the same Privilege set can see them, others can't. I'm perplexed.
Show / Hide toolbar script step has hide the toolbar. You will need to run the script to show the toolbar.

I’m not talking about the tool bar; I’m talking about the bar ABOVE the window, where the help drop down is, as well as the file, edit drop downs are.
On a Mac, here’s a screenshot. (several of my users use Windows not Mac’s )
The Tool Bar button only brings up the window tools for adding records, going into find mode, etc etc.
In windows, the menu bar is attached to the window. This is a new feature for windows as they've removed the "application window to which this menu bar was previously attached. Now it's an optional part of each individual window you might open in your solution.
There's a script step to show/hide the menu bar that you'd need to run to change whether this menu bar is visible for a given window.
It is that simple. Windows is different than MAC.
To display the Script Workspace the short cut is Ctrl+Shift+S
Also if you have a custom menu enable then set the menu to the standard menu first.
The puzzle is that two users, both using windows machines, both with the same user privlege sets, one can see the “file / edit / view…” data and the other cant. And the one that cant, used to, and they want it back.
There can be differences in how the window that's missing a menu bar has been opened for the two users and thus one sees the menu bar and the other doesn't. You can provide a button or a custom menu that brings it back.
