Must continually close and restart Filemaker as performance degrades?

I'm shutting down Filemaker about 6 times a day as the performance just degrades.  When I look at the activity monitor Filemaker is running anywhere from 60-150%, while its not being asked to do anything.  Once I stop and restart it, it is fine for a while, and then the process repeats itself.

 

Desktop is Filemaker Advanced 16.0.5.500 on macOS Sierra 10.12.6 (Mac Pro Mid 2010 2 x 2.66 6 Core, 32GB Ram)

Server is Filemaker Server 16.0.2.212 on macOS High Sierra 10.13.3 (Mac Pro mid 2010 3.33 6 core, 24GB Ram)

 

I've attached some snapshots from the activity monitor.  When Filemaker starts and when Filemaker experiences problems.

 

Is it a memory leak in Filemaker?
