Field not printing in footer but does in header

Inserting a global text field into the footer of a list layout, as a standard entry field or as a merge field, allows it to be seen in browse but not in preview and of course it does not print.  The field attributes are NOT set to hide when printing.  Placing the same global field in the header results in the expected behavior, i.e. visible in preview and prints.  Other non-global fields in the footer print/preview as expected. 

 

Not sure I have encountered this difference before.   Rebuilt the layout, no change.  Is their limits on what can be printed from a footer section compared to a header section?
