Filemaker Server 16 custom php doesn't work with permission issue

Filemaker Server custom php doesn't working with message:

 

"You don't have permission to access the requested directory. There is either no index document or the directory is read-protected. You don't have permission to access the requested object. It is either read-protected or not readable by the server."

 

I have created helloworld.php, and copy it to /Macintosh HDD/Library/FileMaker Server/HTTPServer/htdocs/. Both .html and .png can be accessed with http://192.168.1.7/TestPage.png. But http://192.168.1.7/helloworld.php failed.

In server-console I have Enabled PHP publishing and WebDirect.

Folder htdocs permission, both fmserver and fmsadmin Read & Write

Is there anything I missed?
