Best way to structure our database - use a repeated field?

Just starting out learning FM, and just beginning to develop a solution for our business. We have a pet services business, and I'm working with four different tables:

Pet Owners
Veterinarians
Pets
Cases

As you would guess, "Pet Owners" is a table related to "Pets" (we have those tables related, and we can create a new "Pet" from "Pet Owners"). While it doesn't happen often, a "Pet Owner" could have more than one pet.

"Veterinarians" will also contract our services, and we would like for that table to be able to create records in "Pets", and have all of the pets that we work with somehow included in the record for each "Veterinarian".

Should I be using repeated fields for names of the different pets within each "Pet Owner" record (which would only be, at most, 2 or 3 pets)? Should I be using repeated fields for names of the different pets within each "Veterinarian" record (which will eventually run in the 100s)?
