Did you follow everything under the guide:

There's tons of things that could be incorrect in setting up webdirect. Does the admin console say that everything is operational? How is it not working (how are you trying to access it)?
At a minimum requirement, you need:
- Host a file with webdirect privileges enabled
- Allow ports 80/443 to be open on the server's software firewall, and any router between your testing computer and the server.
- A compatible web browser (chrome, safari, IE)
- A correct URL or IP address that references that server from wherever you are accessing it.
You haven't provided enough information to troubleshoot things granularly.

For admin console it's ok. when i click on test webdirect filemaker i get the error message below
Did you delete or close the FMServer_Sample.fmp12 file that is hosted by default? That file is used for the test.
It appears your web server itself is working based on the first screenshot
no I have not deleted, it normally exists
the url in webdirect is in what form to test another base?
So if you are testing locally in a browser ON the server itself:
or https if you have an SSL certificate installed.
Check that first to make sure it's working on the server. If it's not working on the server itself you have a configuration/FM issue. If it IS working on the server, you likely have a network issue.
/fmi/webd should pull up the WebDirect homepage.
