Filemaker Cloud 17 licensing for offline use

Not a software developer, but an avid proponent of Filemaker for our organization, so very excited about the release of Filemaker Cloud 17!

My question is whether the new User License for FM Cloud, bought through AWS, will function for offline use? Or do you always have to be connected to your FM Cloud database? We have our main database on FM Cloud but sometimes need to use other databases offline. I heard mentioned that FM Cloud 17 has this new licensing benefit as well as the ability for a native synch between an offline and online database?

Currently, we have a concurrent user connection license which will expire later this month. It allows offline access, too. But I understand the price is tripling unless we renew right away. So we need to know ASAP whether we should move to User Licensing or not! Thanks for your help.
