I need to build web page forms which will be access by FileMaker and I have zero web programming experience. Which language would be easier for me to learn ?

By "forms which will be access by FileMaker", do you mean that the forms will submit data TO FileMaker? Or will there be some requirement for forms to incorporate data FROM FileMaker as well?
There are a few different approaches you could consider.
1) WebDirect - if it can be made to meet your technical requirements and the licensing is acceptable. EASIEST
2) Use a forms tool like GravityForms (for Wordpress) to build the forms. Then use Insert From URL / cURL / JSON in FileMaker to collect the form results from GravityForms using the GravityForms API.
3) Build the forms yourself in any number of scripting/programming languages and submit to FileMaker Server via the REST API. (MOST DIFFICULT)
#2 is probably the best choice for a number of reasons - mainly that the only thing you'll have to learn is how to talk to a REST API in FileMaker, which can be incredibly useful. If you're not using Wordpress, you may need to look for something similar that will work with your website. The other major plus is that form submission will work even if FMS is offline. You simply download the form results to FileMaker whenever you want.
