In my current prgram I lost the Title Header to my layouts and cannot recover it. Any suggestions?
The Title header in FileMaker jargon is a layout part. See About layout part types , Adding a layout part and Changing a layout part .
Unfortunately, if the part is gone you have you add it again, check the help link I provided in the previous sentence. If you have a backup you could open the backup and copy the layout objects inside the Title Header part and paste them in the current database file (once the new Title Header has been created), or maybe do the opposite, and just import records from current to backup. It all depends if you made changes between the backup and the current file, how important these changes are, etc. can you reproduce them without forgetting any.
Did you perhaps mean that the menu bar (File, Edit, View, Insert ....) is missing?
Use the keyboard shortcut for opening the scripts workspace: (ctrl-Shift-s ).
Create and run a script with the
Script step to bring it back.

Sorry Phil not menu bar. It is the Title Header normal shown above the header. As before when I open the layout part, the title header was dimmed so its there but I can't see it or access it. How can i change its location/size without "clicking" on it.
I already gave you all the Help links I could think of. In a nut shell, in Layout mode, go to Menu Layouts > Part Setup... you see the buttons Create... Change... Delete Done are pretty self explanatory, to change location, highlight a part (without lock) use the handle on the left to move it up and down; not always possible though depending on the current position and the number of existing part, you can experiment, just when you Exit Layout Mode choose wisely to Save or Don't Save.
To resize the vertical size of a part: In Layout mode, with your cursor click and hold the bottom line doing the separation with the next part below and move up and down.
Yes but click create and it is dimmed and can't be selected, click Change it shows up in part definition but all the options are dimmed and when I then click OK nothing is changed in the layout, Delete would just delete and done doesn't make a change. The vertical tab with title header is not visible so up and down movement makes no difference. I have tried moving the top of the header down to see if it would uncover something but does make a change
Exit layout never gives me save or not save option
The only reason I know that would cause such behavior is that you did not change anything so there is nothing to save.
I regular make changes in the size and position of fields, add new fields change styles but when I click the "exit layout", I never get a save or no save
For the dimmed parts, FileMaker help says:
Dimmed types are not available because either:
•that part type already exists (only subsummary parts can exist more than once on a layout)
•the part you're changing is not in the right place on the layout (for example, a title header must be at the top of the layout)

There is option for asking save or not when exiting layout mode, in layout tab of preferences.
