Cannot install FileMaker Server 17 in NON default directory

For previous versions of FileMaker, I always installed the server application in the E drive (C is reserved for OS, other drives are reserved for Data\Applications, I think this is standard practice?)

However with FileMaker 17, while I was able to get everything installed correctly. It would not apply my license certificate. I kept getting an error (which I can't remember the exact text now.)

I called support, and was told the error is most likely because of trying to install FileMaker Server on the E drive instead of C....

Anyone else run into this problem?

Am I the only one who doesn't install EVERYTHING on the C drive?
