No. Depending on why you want it, you could do an intermediate web service that listens on another port and acts as a go-between but the Data API itself will always listen on 443.

Depends on the tool you test with. With Postman and Fiddler for instance you can configure them to ignore SSL validation errors. So for testing you can get away with not having an SSL cert. For production use you'd need one.
