Disabling the double tap in Go web browsers

I have a layout in Go that has 2 web browsers displaying html that I control. On entry to the layout I give focus to one of the browsers to allow the user to be able to swipe straight away. When the user wants to swipe in the 2nd web browser she has to double tap. And then going back has to do the same thing. Is it possible to allow the user to be able to just swipe (once) on any web viewer to immediately start scrolling? Is there any examples of this? I see on the web some js options. Is there any simple css that will turn this double tap off?

I only use this layout on an iOS (Go) device so I don't need to check if I'm on a touch device.
