It means that, while it works, there's some caveats to keep in mind.

That is true.
I guess you'd have to get to know what different behaviors happen. For example, Enter Find Mode has a setting where you can set Pause to On, which pauses the script to allow for user input in find mode. Obviously on server that can't happen; there's no user to enter data, so pause doesn't work
If you have Enter Find Mode [Pause] script step and it runs on the server, then Server will just ignore the pause and keep going through the script. I never use Pause: on in this step, so I don't think about it anymore.
If some function is documented to be "Partial" on a particular part of the platform, I'd do some research and see what that is about. Also I'd test it out. I'll have to do some research myself, but I suspect steps that are listed as "partial" will not break your script; part of the options will be ignored.
But that is a good point. I'll reach out to people at FMI and see if we can write down what those partial specifics might be.
Actually one or two might cause an error running on Server, but an error that won't break your script from doing its thing.
Go To Record [Next ; Exit after Last] throws an error on Server. when it gets to the last record and it tries to go to the next one. But it will still exit out of the loop (where this step is used mostly).
