I cannot figure out how to export records in UTF8 format with headers. From what I have read here, it appears there is not a way to do this natively.

What format are you trying to export to???
csv? tab? something else?
Don't you just want a "Merge File?" That will export the headers. Then, you can rename to CSV if you want.

I am trying to wind up with a CSV file with headers in UTF-8 format. There are a lot of records with the ™ (trademark) symbol. For some reason when I do an export in the merge format and change the file extension to .csv it does not work. The ™ symbol is not retained.
I found out that if I exported to Excel and open up in Numbers I can export out of Numbers as a CSV file with UTF-8 formatting and the special characters are translated correctly. For some reason the Mac version of Excel I am using does not have the option to save in CSV in UTF-8. When I open the file in the PC version of Excel and export to CSV in UTF-8 format, the ™ character is not translated correctly.
