Within other text, no. As a single field, yes (use Open URL on the field).

Many use a web viewer to display clickable text within a larger body of text.
I’ve also worked out a way to do it with script triggers and a script that checks the text style in order to extract the link’s text which then either forms the URL or is used to look up the URL. (And if it happens that you don’t need a URL, you can use it in other ways such as finding and displaying data without using Open URL to do so.)
Doesn’t work in FM GO, but if interested, I can share a file that uses this trick.

The script step:
You can specify a hard coded url or a calculation. Since you can use a field reference, that can point directly to your field:
Define: TEXT 'myURL' in the table 'myTable'
Enter: any full path url (as noted in the help topic, several protocols are supported)
Create: a button with the single step:
Open URL ( myTable::myURL ) // do not show dialog
Click the button and whatever is the field will be opened with your default browser.
Note, in the help topic, where this is compatible and where it is not.
Alternatively, you can have a Web Viewer object:
And it's is "tiny browser". So you may use your field and have it 'posted' to the web viewer object and the link will show. Additionally, you may create real HTML text (including the anchor hyperlink) and have the Web Viewer display that. This would be the mixture of the text and link. But it's not a field.
What are you trying to accomplish? Perhaps there are alternatives that should be presented based on your needs?

My database runs on web. No FM client installed.
Are the files on the same server as FileMaker Server (where your users go for Web Direct)? Or just links anywhere?
Without showing all of a real URL, can you post an example of what you are doing so your user can Open URL?
If they/you get errors, what are they?

Your link address is just like this?
You have no protocol (http:, https:, file:, etc.)
Open URL likes a full URL path!
You link to local file, then file: URL is not supported from http(s): page for security reason.
Another thing is IE/Edge issue that have limited support for data: URL, then web viewer on web direct does not work with data:.
