When is a text file not a text file?

We are importing a folder of text files into a FM17 database on a schedule. The files are being created with BCC Mail Manager software using the Windows Generic / Text only print driver.

We have mostly Windows 10 machines running Mail Manager in addition to a few Windows 7 machines. The files created on Windows 10 machines import and parse with no problem. The file created on Windows 7 do not. FileMaker seems to not even recognize them as text files, returning the error 708 when running the import in a script and returning "No files of the specified type were found" when trying to import the folder manually.

The Windows 10 and 7 machines all use the same version of the generic driver, and the files produced appear identical.

I've also asked the same question of BCC software and am waiting their reply. Any thoughts are appreciated.
