I just installed FMS 17 17.0.2.203 on an iMac 5K Late 2015 running macOS Sierra with 8G memory - this is my development computer - and when I start the console, I have a message at the top right corner - to the left of Sign Out.
Searched the Community and didn't find anything. The message can't be less useful . . . what element reached 80% of which memory ?
If one look at FileMaker Server 17 Installation and Configuration Guide, he will see at point 17 a screen capture that shows a message is waiting, but there is no word on that .
What in the world does that mean ? It's my first time with FMS 17, and I more fluent on Windows than on macOS.

So that is just a notification of the entire system itself being over 80%. So it's not just Server, but a culmination of everything on the computer running. I would check your Activity monitor and just see what is happening. Not much we can do about the message, but you can at least let us know if it is FileMaker actually running rampant or not.
