Question about not being registered with Apple as identified developer.

Just wondering, but are the famous "The Primary file ... cannot be found" and the first time opening of a runtime file that gets a warning message both caused by the fact that I am not registered as an Apple developer?


And if I would register as an Apple developer which is only for 1 year at the time, would this problem come back after my yearly registration would end?


I have no plans to apply anything to the app store, but it would be nice if both mentioned problems would be solved and as I understand this can only done by becoming registered and then sign the DMG file (I believe signing the runtime is not possible or doesn't solve the problems).
