FileMaker Server 17.0.1 and 17.0.2

The Admin Console is configured to allow users in the Administrators group to login. From powershell, or a cmd command line, if I run a command that requires authentication, I am occasionally prompted for a username/password. Most of the time I can run commands that require authentication without being prompted, which is the expected result. In a case when I'm prompted, I can press Ctrl+C to abort, then run the command again and I am not prompted the second time.
At first I thought it was random, but I just noticed one sequence of events that will reproduce this issue every time for me:
fmsadmin stop server -y fmsadmin start server fmsadmin list files
I'm not sure if this is the only cause or not; I'll try and keep an eye out for it to see if it happens at any other time.
