I am running Filemaker pro on 13.0v9 on a mac book air just upgraded to Mojave and now Filemaker won't open just crashes every time what's the best thing to do

An "upgrade" of the files can be made from any FileMaker version to current (a few hops, but you can "open/read" FileMaker OLD with FileMaker NEW).
The "upgrade pricing" for the current version purchase only goes back 2 versions. (So FMP17 can be purchased for the reduced "upgrade price", if you currently have 16 or 15.)
The answer is the title of your post - 'Upgrade' :-)
You would almost certainly be best to upgrade FileMaker to the current version 17 if running on Mojave.

I think 13 is too old to qualify for upgrade pricing, but talk to FMI sales to be sure.
The oldest version one can upgrade from is 15.
FM14 is not running on Mojave f.e., even FM17 is not stable on it. If you can go back to Sierra - do it. Wait until the update comes and then do the update to Mojave again.
