When I select Export Records in FM 15 there's no option to select the file format.
It defaults to TAB, which I can manually change to CSV.
Has the option to save as CSV been removed?
No, the CSV should still be available. FileMaker 15 help:

If you're talking about the Export Records script step, then the only way you can save CSV as the output format within the script step is by adding an Output File Path in the "Specify Output File" dialog.
Am I hallucinating? Or is it not the case that the Export Records script step USED TO allow end users to specify the destination and file format (and this feature has been removed)???
I had a client upgrade from FM13 to FM15 and the users notice the change. But I'm not seeing any comments/complaints about it online.
I just told the client to rename the saved file with a .csv extension as a workaround. That seems to work, and may be easier than specifying the file path.
Changing extensions can be a problem at times (certain OS versions). I would suggest making the export as named with the extension ".csv" already. Let the script proceed and tell the users to rename the file (but NOT the extension).
