Web Viewer doesn't render first line of HTML

I have a system that is scraping emails from an inbox. It uses the MBS plugin to do the scraping. I save both the HTML and Plain Text of the email body to a record, and give the user an interface to review the content before further processing.

The issue that I'm running into is that the Web Viewer interface used to display the HTML version of the email isn't showing all of the content. There is body text that isn't displaying. Some of the body text is showing up, but not all. The content that is missing IS in the source code for the web viewer, though. Here is what I get when I use "getlayoutobjectattribute ("wv" ; "source" ):

<meta http-equiv="content-type" content="text/html; charset=utf-8">

<body text="#000000" bgcolor="#FFFFFF">

<p>See the attached document. Does this show up as HTML content?<br>

<div class="moz-signature"><br>

<b>-- Sign Off here</b><br>

<font size="-1"><i>blah blah blah</i><br>

Something else<br><br><br>

Here is what it looks like in the FM WV:

...and then what it looks like in Firefox (after I remove the leading "data:text/html;" part):
