How do I unhide the toolbars once my database is in the cloud?
The database being on Cloud is no different to it being on Server. You are just using Cloud as a host and you connect to it through Pro/GO/WebDirect. So however you uploaded it, with whatever scripts and settings, it is going to look the same as the Local file. You might want to attach a screenshot to give us an idea of what you are seeing.
Thank you. It is on AWS so I don’t think that link will work. How can I edit layouts, or data or data a record? Do I need to upload the database to the cloud with the toolbars showing in order to have access to them?

When you say "...upload to the cloud..." do you mean you will be hosting your file on FileMaker Cloud?
Menu bar or tool bar?
The menu bar reads File Edit View Insert ....
The tool bar is the section just below with controls for navigating through your records among other things.
As long as the menu bar is visible, you can pull down the view menu and expose the tool bar. Both menu bar and tool bar can be made visible by script so a button on a layout could also be set up to make either visible if needed.
And then, in some ways, you can work with your file just as though it were "local" to your machine. Data entry certainly will be the same. Layout modifications are OK as is editing scripts. Changing security settings via Manage Security or modifying stuff inside Manage Database, on the other hand is often best avoided if others are currently using your database.
One of the replies indicated that a screenshot would be helpful so here is my screenshot. No toolsbars. How may I suppose to edit this data if I can't go into "Edit Layout".
The lack of toolbars and menu bar (as shown in your screen shot) does not keep you from editing data. You should be able to click and tab into data and use your keyboard to edit it.
Normally, you want at least the menu bar exposed unless you are specifically keeping it from general users. Yes, you'd need to expose the menubar before upload if you want that to be the default option for your solution.
Yeah, it seems from the screenshot, you may have a custom menu setup to hide the menu bar. Or maybe some kind of Script Trigger. Might want to play around with a copy of your database to fix those settings. Like what philmodjunk said, if you are hiding it from users, set it up so that it doesn't effect your login.
