Relationship to two tables on same key-field

There is one question about relationships that I can't find an answer to, even after reading the whole Help topic.

 

E.g. the is a table ORDERS_ALL. This table is build by copying data from ORDERS_DOMESTIC and ORDERS_EXPORT. All three tables have as key ORDER_ID. Of course the same ORDER_ID does not exists in both .._DOMESTIC and .._EXPORT.

For various reasons (sources etc) the DOMESTIC and EXPORT tables can not be combined into one right from the start, with a field marking them for either D or E.

 

Q: can this work like this? If not, how should this otherwise be designed?

 

Note the above is not the real problem, but an for everyone easy to understand example.
