Is it possible to import information to a related table portal?
You can import to any table - but only to one table at a time. Why don't you elaborate on your specific problem?
If using import records, importing into a related table requires select an occurrence of the related table. If using Import records from the file menu, you do this by first selecting a layout based on an occurrence of that related table before pulling down the File menu. In a script, you can select the target table (occurrence) by selecting it from a drop down while setting up the import records script step.
However, linking those records to records in a parent table requires matching values in th records of the two tables. If that data is part of your import you also have figure out how to assign those values to the newly imported records.
So please describe what you need to do in more detail if you need more assistance.
So I have this database with Cars in it, 1-9 for example, then i have a related table portal in each car database with two fields, (year:2017 and area: New York) so now i would like to import car 2 = (year:2018 and area: Spokane)
And do you want to use a script to import or pull down the file menu and select the import records option?

Then if your source file has a column for car, year and area, you need only navigate to a layout based on the portal’s table before selecting that menu option. I am assuming that car is the match field used in your portal’s relationship.
The devil is in the details - and there are precious few of those in your description.
Ideally, a "flat" file is imported into a child table first, then from there to the parent table - using field validation to import only unique values. However, that requires that the source file has unique identifiers for the parent records.

You can’t use that layout for your manual import as it’s not based on the portal’s table. You need to either pull down the layout menu or use Manage Layouts to navigate to a layout based on the portal’s table.
