Use Configure Local Notification to trigger notification when data changed by other device

I am working on a project where I need to display notifications on iPad.

There is an option to specify a delay in Configure Local Notification and run the script from iOS so that the notification will appear after the specified delay. I am wondering if we can use Configure Local Notification script step to display a notification when some data is changed in a hosted database by another user?

 

Like say for example- A waiter uses an iPad to access a hosted POS solution and takes an order (should we run Configure Local Notification and queue a notification here? but what about the delay parameter?) and closed the FileMaker Go. In the kitchen, chef sees the order coming on a PC and prepares the order and then clicks a button indicating that order is ready for pickup. In this scenario would it be possible to show a notification on the waiter's iPad stating that the order is ready to pick from the kitchen?

 

Are there any possibilities of achieving the above?
