How can I make preview page like Preview-1 for all user?
In prview-1. I have full access and I made preview page like below in Preview mode.
( Preview -1)
But for all other users, it displayed like Preview -2 in preview mode.
They can not go to next page. The page button become inactive.

How can I set up preview page like Preview-1 for all users as admin with full access?

For the users to have the next/previous buttons working, they must also have access to the equivalent menu command. You must be either setting a reduced menu set at the privilege set level, or you are using custom menus that do not have the Records>Go to Record>Next (and Previous).
For the other buttons, sounds like you want to remove them entirely for everyone. I don't think this is possible without plug-in or manually removing them on every computer using "customize toolbar".
