Question about sliding-up objects and layout parts

I have a layout that is based on the Line-items side of a Parent>--<LineItems relationship.
On it, I have a title header, where most of the Parent fields are displayed. Then next is a header part to show the column names even on the first page if the title header doesn't cover a whole first page, then a body part with the line item data, then lastly a trailing grand summary part.

 

I'm confused as to why I end up a with a big section of blank space before the 2nd page. I'm actually confused on my example why I even have a second page. This should be a one-page set of records (only 4 line-items).
I have everything set to slide up based on all objects above and checked also-re-size enclosing part for all objects circled on the first image.

 

I haven't been able to figure out what is wrong. Or for whatever reason, am I getting it the way FileMaker designed this?
Am I incorrectly thinking that everything ought to slide up?
