I have a text field that gets values from a list() function.
Is it possible to take the list items from the field and append them to a portal rows?
What are you List()'ing?
Where do you need these to "append"? Are you asking to loop the list and create new related records with each "line-in-the-list"?

I have a list of clients that have their orders in a portal rows with a checkbox to select which order I want to sent to the factory for pickup, once few of the orders selected via the checkbox, I open a floating document with their name, dealer name and the list of the CO# orders,
I've managed to do all the above including combining the the items selected from the checkbox to an edit field that stores the CO# of the orders.
what I wanted to do is take those CO# items and instead of showing as a list in the field, I want to show them in a portal, so the portal will be a child of the parent Pickup order.
The reason I did the list, I just couldn't figure out how to add these CO# via the checkbox to a portal rows in the Pickup notice layout.

It sounds like you just need a different relationship between Pickup order and Order that matches Order No and the check box data (is it '1'?). Alternatively, as you already have the CO#'s in a return separated list in the Pickup order table then you can simply make a relationship between that "multi-key" field and the CO# field in the Order table.
