FileMaker 17 Server Console not reporting reality

I am testing deployment of FileMaker Server 17 on a Windows NT 6.2 Server and having very strange issues.

The first issues was that I wanted to change the location of the databases on the server to a custom location. I tried all of the path variations that are suggested in the documentation.

filewin://(IP address)/D:/fm_data/

filewin://(DNS name)/D:/fm_data/

Everything came back that the "path is not valid"

So next I decided to try looking for the Sample File through FileMaker 17 from my Macintosh (Running Mojave 10.14.3)

To my surprise all of my data bases that are located on the D drive are showing up.

At this point I went back to the FileMaker 17 Server Console and it reports that NO data bases are being hosted and NO clients are logged in.

I have screen shots of all of this, but does anyone have any ideas? As I mentioned this is a test server, but I cannot deploy the real server until I understand and feel confident that FileMaker Server 17 works properly.

Just a thought here - FileMaker keeps advertising to the masses - this app does not seem to be aimed at the masses.
