Open URL in Safari

I am using FileMaker 17 to create a lesson planning tool for teachers. When I use the open URL step attached to a button to open a link, it opens fine on the computer. However, on an iPad (iOS12) an FM mini browser opens and the option to open in Safari is listed at the bottom left of the page. Clicking this often doesn't actually open Safari, it just closes the FM browser.

Is there a way to bypass the FM browser?

I have read that using a URL scheme to open via chrome could work, but that relies on chrome being installed.

I also read about using a link handler.

Are there any other solutions?
