FileMaker 17 Pro Advanced Bug

I am running FileMaker 17 Pro Advanced on a Macbook Pro running the latest Mojave 10.14.3


For some reason there is some scenario that locks out all of the Manage menu... they all go grayed out and the only way to get them back is to quit the application and re-open it.   It stops me from editing any script or managing anything.  It's like my security settings get lost.  I am normally logged in with full rights to everything.


This happens after I open up a few different windows switching between Browse Mode and Layout Mode, but I'm not sure of the sequence that is causing it.  Is anyone else seeing this happen?


I don't remember this happening on previous versions...
