I've found that when I'm experiencing problems with the FileMaker Server Admin Console that restarting the Admin Server usually restores normal functionality. You can do this by using this command line:
This just restarts the Admin Server (not the Database Server) - I would recommend that you try this next time the Admin Console is unresponsive and doesn't update.
