Check you have not blocked any ports through a firewall (port 80 springs to mind).
Do you have security setup on the specific file that isnt working? If yes have you selected the Allow Access through Instant Web Publishing extended privildeges?

Any ideas about the "Under Construction" message?
Sounds to me like an IIS config issue.
If you can access the FileMaker IWP login page through this link: http://192.168.1.9/iwp/fmi/res/iwp_home.html, then your issue is an IIS config problem. You will need to check out how to create a redirect or something else on IIS so that you hit the FileMaker IWP login page when you enter the base URL.
If I try that link either from the FMS console, or a laptop on the same subnet, I get the message shown in the attachment labeled "message", i.e. page not found, I would love to learn more about how filemaker server does IWP, so I have included the file directory structure in the 2nd attachment. FYI, there is nothing in the IWP folder.
While my primary aim is to get the testzip file to IWP, how does
correspond to the directory structure in the 2nd attachment?

I uninstalled and reinstalled FIlemaker server 11 advanced. IWP still does not work (or does not work as I understand it should).
My expectation was that a database on the FM server that had the extended permissions, would show up when I go to the ip address of the server (in this case 192.168.1.9), i.e.
http://192.168.1.9 should produce a page produced from the FM web publishing engine that would allow me to open the data base. I have enabled IWP on FMS. Am I correct?
Instead, IIS is looking in the inetpub.wwwroot directory, I know this because I placed a file there (index.htm see attachment) the says "hello world" when http://192.168.1.9 in used as the browser address.
My guess is that FIlemaker is unable to make the proper changes to IIS 6 on Windows 2003 that it needs to.
Can anyone tell me what properties of IIS I need to change so that it can see the Filemaker database(s)? An image of the properties panel of the IIS is attached.
Have you tried these links:
If you can access these links but can't access the IWP page from http://192.168.1.9/ then you need to have a look at the root path of your IIS server.
If you can't see these links, re-install IIS (make sure you have full Admin priviledges whne doing installations on W2003).
I'm pretty sure this is not a FMS issue but an IIS configuration issue.
Hi, I could not see those links, so uninstalled, then reinstalled iis. Still can't get IWP to work from FMS (it works fine on my laptop, when I remotely access the testzip file on my server.)
So I uninstalled IIS, installed Apache 2.2. - Apache is working because I can see the Apache test page.
When I try to tell FMS to use Apache, it only suggests IIS in the dropdown, and does not see Apache.
I have tried to completely uninstall FMS, even deleting the Filmmaker directory under program files. However one of the three lines in the add/remove programs will not uninstall (see attachment). My guess is this is where Filemaker is storing the IIS reference.
My mistake FMS on windows does not support Apache.

I finally got a install of FMS / IIS 6. It took several tries, with FMS claiming it could not see the web server ( the web server was active all the time), then click, it worked.
Bizarre. Are you sure you didnt do anything different on the install that worked? I always try to avoid blaiming the Windows gremlins when installs don't work!
It was actually within FMS that I got it to work. On the Server Admin Console, you can 'edit server deployment' I had to skip adding IWP during the intilal FMS installation, because it could not find IIS. So without any change to IIS, I went to edit server deployment, and this time it found IIS, and let me add IWP.

I am able to get to the main IIS default page but once I try to go to FMS it gives me a 404 error:
the url that is used is http://IPaddress/fmi/iwp/cgi?-db=DB_name&-startsession
(IP address is the external address)
